I don't think it's really anything that you mention in the poll in particular. A good board is mostly that way because of who posts there. As long as there are interesting, nice people, who are pretty opinionated, there doesn't even need to be very many members. Also, one most important things a board can have is good, fairly tough moderators who are careful to keep trolls and other kinds of internet plankton people from fucking everything up.
Also, I should add that it is CRUCIAL when you're starting a board to reply to everything, and when possible they should be long and thoughtful replies. Also, making lots of topics. You can't expect other people to make them, as there is some discomfort about this for new people to a board. I've seen lots of people try to start boards, but they couldn't get them to take off becuase when the new people would show up, the admin/members wouldn't show attention to them, which they sorta have to do at first to get conversations going and get people comfortable with each other. That's probably the most important thing, making lots of topics and responding to EVERYTHING. If that doesn't happen people will have nothing to return to the board to check. That is the main reason why people return to these things, because they are checking up on how people responded to what they said. If no one responds, they have no reason to come back.
These are just things I've noticed from going to lots of boards over the years, seeing some become very successful and others fail miserably etc.
